A bursar in a special school in 2025/26 typically sits in a £38,000 to £62,000 base-salary band. The role carries a heavier compliance load than the mainstream equivalent, driven by high-needs funding administration, education, health and care plan reconciliation, and frequent commissioning conversations with the local authority.
The band
Special-school SBM posts are usually graded one or two scale points above an equivalent mainstream primary SBM, in recognition of the high-needs funding administration and the EHCP reconciliation work. Independent special schools normally pay at the upper end of the band.[1]
High-needs funding
The Department for Education's high-needs funding arrangements set the block grant from which local authorities commission special-school places. The bursar reconciles the LA place-funding income against the pupils on roll and chases top-up payments from commissioning LAs.[2]
Independent vs maintained
Independent special schools normally publish bursar bands on the ISC Annual Census range; maintained special schools follow the local authority's SBM grading map. The two routes are not directly comparable on base salary alone because the package design differs.[3]
